Net Metering is a program under the Renewable Energy Act of 2008 (RA 9513), otherwise known as the “Act Promoting the Development, Utilization and Commercialization of Renewable Energy Resources” and is carried out by the Energy Regulatory Commission (ERC).

STEP 2: EVALUATION
(Technical and Non-technical Evaluation of Application) 

Non-technical evaluation involves the checking of application requirements. Technical evaluation, on the other hand, includes the study of the customer’s RE system to determine its impact to NORECO II’s distribution system. This study is called Distribution Impact Study (DIS). If the result of the study shows an upgrade of the distribution facilities is needed, a Distribution Asset Study (DAS) will then be conducted. This is done to determine the most effective and efficient engineering solution needed to accommodate the installation of the new RE facility. The fees required for the said upgrade will depend on the asset study conducted.

After the technical and non-technical evaluation, field inspection is conducted in order to check if the RE system is compliant with the technical standards set by NORECO II. It is also during this process that NORECO II dictates the kwh meter to be used.

(Submission of Requirements for the Issuance of Certificate of Compliance (COC) and Payment of Fees) 

  • Duly accomplished ERC Forms 1 & 2 (2 Copies)

  • Duly notarized Net Metering Agreement (5 copies)

  • NORECO II Certification stating that the QE is technically compliant with the Net Metering standards    and has submitted all the necessary requirements needed for the  application  of Net Metering  Program

  • Php 1,500.00 COC Fee (Manager’s Check issued to ERC)

STEP 5: ENERGIZATION
 

NET METERING AGREEMENT AND CERTIFICATE OF COMPLIANCE

Net-Metering Agreement - refers to the agreement between a Qualified End-User (QE) and the DU governing the commercial and interconnection arrangements between the DU and the QE.

Certificate of Compliance - refers to a license issued by the Energy Regulatory Commission in favor of a person or entity to operate a power plant or other facilities used in the generation of electricity pursuant to Section 6 of RA 9136 and Section 4 of the Implementing Rules and regulations of RA 9136.
